Tanzania’s Family Planning Budget Commitments
Tanzania has a new set of FP2030 commitments, including one to increase domestic funding for family planning (FP) commodities by 10% annually from the current allocation of 14 billion Tanzanian shillings (TZS) and fully disburse the funds. The country also has a current National Family Planning Costed Implementation Plan (2019-2023). Both the FP2030 commitments and implementation plan shed light on the government’s intentions toward increasing and spending domestic resources for FP supplies and services. Given the impact of COVID-19 on donor resources for FP and the U.K. Foreign, Commonwealth & Development Office aid cuts, domestic resource mobilization for FP has become more important than ever.
Tanzania’s Performance on the FY 2020/21 FP Budget Scorecard
Developed by the Tanzania Communication and Development Center (TCDC), in collaboration with PAI, this scorecard is an advocacy tool highlighting the findings of the organization’s FP budget tracking using the Common Framework, a set of indicators used for monitoring government spending on FP. In addition to data on indicators, the scorecard evaluates the transparency of FP budget data. The scorecard is a product of PAI’s Government Accountability for Family Planning Budgets initiative.
The government of Tanzania is commended for allocating 34% of the annual FP commodity funding need in fiscal year (FY) 2020/21 (this share increased slightly from 30% in FY 2019/20) and for making its costed implementation plan available online and the annual “Quantification of RMNCH Commodities” report available to the public upon request. Additionally, the government of Tanzania disbursed 30.8% of the 14 billion TZS allocated for FP commodities in FY 2020/21.
Recommendations to strengthen government ownership of Tanzania’s FP programs and to improve the transparency of FP budget data include:
- Increase the budget for FP commodities by 10% annually to attain FP2030 country commitments.
- Start to allocate government funds for FP program activities, such as:
- Demand creation;
- Creation of an enabling environment;
- Capacity building on FP; and
- Provision of youth-friendly services.
- Ensure funds released for FP commodities are fully spent on the procurement of these commodities within the budget year.
- Provide transparency guidelines that ensure the availability and accessibility of FP budget and expenditure data at the national and subnational levels.
